Wrong question. The question to ask is : what caller ID is the modem
not picking up. Since Vaggos appears to be in Greece, I would guess
that in Greece they don't use the American Bellcore standard for sending
caller ID, but one of the ETSI (European) versions - I know Turkey does
;-)
If so, then a USR will never pick up the Caller ID - you need a new
modem or a dedicated card. One for the French system is probably the
nearest you will get such as http://ourworld.compuserve.com/homepages/

I've no idea if this will work, but you need to know what data you are
trying to pick up before you complain it's not working!
