Ummm, this is clearly a modem bug.  The modem is supposed to see the
AT+FDCC values as "maximum limit" (in the case of the scan line *time*, 
it's the lowest acceptable value), and then negotiate the actual
parameters based on the capabilities of the receiving modem.

Leaving the parameters alone would violate class 2 (you can't assume
anything about the state of the modem), so I can't do that for the common
case.

You can use an USR bug workaround, though, and set "modem-quirks 0x20"
in sendfax.config, which will make sendfax only set the resolution, and
none of the other parameters at all.
