ppp logine problen in mgetty.

- Either you have a `ppp' user in /etc/passwd, with a password, in a
  group that can launch pppd, and pppd suid root (4550 root.pppgroup),
  and in that case the client *must* do some chatting and at the
  ogin: prompt send ppp, at the sword: prompt send the ppp password,
  and only at that point launch its pppd

- or you don't want chatting, you use AutoPPP, and you don't need a
  ppp user, but properly configured /etc/ppp/pap-secrets or
  /etc/ppp/chap-secrets

The latter is explained in the mgetty FAQ. In both cases, mgetty
doesn't do anything.
