Sounds like this would indeed fix the problem.  I'll keep
this in mind if I decide to setup another fax line.

Gert, perhaps a fudge of some sort for these wonky modems
would be in order for this particular problem.  Something 
like the FAX_USRobotics define in policy.h?

This *must* be what commercial windows fax programs like
RapidComm and WinFax and the dreaded Windows fax drivers
are doing to deal with these modems.
