If it works fine for *most* senders, it's likely to be a problem with your
modem, or with the machine/software on the sending side. Hard to say.
You might ask the modem vendor whether he has any ideas...

What's the "STO" doing here? Please try once without, maybe this is
confusing the machine on the other end.

There it just fails -- this is usually a low-level problem between both
fax machines that can't be fixed in host software (just in modem
firmware). Sorry.
