It *is* possible, but not easily. You need a modem that is capable of
decoding the DTMF dial tones on the answering side (ZyXEL, recent
voice-capable Rockwell modems). The call has to be answered in voice mode
(!) until the necessary number DTMF tones has been heard, and then switch
to fax mode.

I have implemented it once (full-grown voice mailbox), so I know it can be
done, but I'd recommend against it, it's not as stable as should be, and
it needs a lot work to get it that far.
