You're talking weird things. What is this, two modems on one normal
modem line? That is NOT POSSIBLE. It's ONE line, so only ONE modem may
be connected.
Or are you talking about ISDN? Yes, in that case, a "double answer" may
happen, but in this case, one of the modem will immediately return NO
CARRIER, as the other one alread "grabbed" the ISDN call (and the Telco
exchange will only accept one ISDN device).

Where are these modems connected to? Please provide more details,
otherwise it's pretty impossible for us to give advice.
