modem pool for outbound faxes

I am embarking on a project that will require me to set up a pool of 8 
modems: 

  1 for outbound data, 
  1 for inbound faxes and inbound voice/DTMF,
  6 for outbound faxes.

I am asking for advice, past experience of others on this list, etc.

I am currently planning to use:

  1.  Comtrol Rocket Port ISA Octa/DB25 to handle the 8 serial ports.

  7.  3com/USR Courrier V.90 modems for outbound data/class-2 fax.

  1.  Zyxel U-1496E for inbound fax and voice/DTMF. 

The Comtrol board is $499.00 US, the USR Courriers are $264.95 US
each, and the Zyxel is $277.95.  I was wondering if anyone had any
suggestions to reduce the cost of the hardware *WITHOUT* sacrificing
reliability.  I cannot afford to have to constantly babysit the fax
modems!
