This is the problem (read the docs - USR Sportsters are BAD).

The receiver says "I'm slow".

The sender says "I don't care, I'm fast (trailing ",0")", so the receiver
refuses the TCF frame.

This is repeated three times, ...

... with an IMHO bogus error message. Correct message, IMHO, is +FHS:25
("DCS sent three times without response"), which is returned by other
Sportster variants.
Please do the following:
- upgrade your modem to the very latest firmware version available
- try again, if it fails again, send a log file *WITH THE TELEPHONE
NUMBER IN IT*, and the output of the "ati", "ati1", ..., "ati10"
modem commands.
- I will then forward your report to my contact persons at USR. But that
will only achieve anything if you already have the latest firmware
(because otherwise the answer will be "upgrade to the latest firmware").
