It is, but only by sending SIGHUP to the involved processes.  You can't
query the standard serial driver.

If you close the modem port, DTR will drop anyway.  So after a second
mgetty restart, DTR *will* have dropped.

(The best way, of course, is to install the FAS serial driver with my
TIOCM* ioctl() patches that allows fiddling with all the serial lines
directly - see ftp.leo.org:/pub/comp/os/unix/mgetty/).
