As written before your problem is not mgetty but pppd.
You should execute the pppd-command in login.config
manually when the call comes in.
So you will see some errors of pppd, which will show
you the way.

Whats about the /etc/ppp/options.???? files ?
Are there stale LCK-Files in /var/lock ?
Please tell more of your troubleshooting, but we should
diskuss in another group, this one is the megtty-stuff ;-).
