cant dialin 2ys with win95 mysetup

I have been trying for two years.
Using mgetty has gave me the best results, (Red Hat)
I cant dial in with win95 completely.
I can dial with win95 if I use dial up  properties,
                configure,
                options,
                bring up terminal window after dialing
                        being checked       on the win95.
linux to linux is fine.

    no changes to redhat /etc/gettdefs
