I have seen modems that will not respond to anything short of a power cycle
if they are in an error-correction loop.  Disconnecting the line to the
modem eventually causes it to time out.  If you can turn off error
correction in the modem, do that as a test.  See if every connection is
fraught with errors.
Some modems have counters where you can look at the error count after a
session.
