help: receiving fax and not answering data

Mgetty most certainly won't "receive a fax CNG tone".  The modem will, and
will report this in some way to mgetty - tell me *how* the modem reports
this, and I can tell you how to make mgetty aware of this.

As for the +FAA=4, just look at mgetty.config's "post-init-chat" chat
sequence.
