This should all be doable with the new-and-improved cnd-program.

If you want to have it in the voice/ code directly, that would be fine
with me, but I'd rather not have yet another policy thing inside mgetty
(design goal: mgetty is more "lightweight but proven to be stable", 
vgetty has more "bells and whistles" - mgetty code has the necessary 
interfaces to vgetty code).

So I'd say we should (first) do it via cnd-program, and only for the 
"easy" stuff (ring_type dependent) via C code.  That way, the basic
stuff is built-in, and more fine-grained control can be reached by
external scripts.
