Making a phone call?

Are you by any chance using PULSE dialing on your telephone,
instead of DTMF (tone) dialing ?

This can cause some modems to think the line is ringing. I
don't see how this can interact with DTMF delay, though.

Can you show the part of the logs *after* the waiting ? If the
modem reports RINGs, well ... it reports RINGS.
