rec_always_keep=true, but 'message_program'!= true

I have set 'rec_always_keep true' in the voice.conf and wonder why the 
'message_program' not always executed when a new voice recording has
been made.

In the following cases the message_program is not called:

- an unkown <DLE> signal is sent from the modem
- modem has tried to establish fax or data connections
- modem replied 'no voice enegry'
- DTMF signals were received.
(there may be additional exceptions)

This seems to be a clever solution for default behavior, but when 
'rec_always_keep true' is set I'd prefer to have the post processing
ensured as well.

Is it possible to force the vgetty to call the message_program 
_every_ time a voice recording is made?
