Right now, it can't easily be done.   One *could* do it by using
the "ENV_TTYPROMPT" hack to call /bin/login immediately (instead of
prompting for the user name from mgetty) and then calling a program
/bin/loginwrap or so that will print the banner and/or exec /bin/login
afterwards, depending on $ENV{CALLER_ID}.

But it's kinda messy.
