sendfax transmit problem

I have been trying for two weeks to successfully send long messages with 
sendfax. My configuration is BSDi 2.1, mail2fax.pl, and mgetty 1.0.0. 
 Modem is Hayes Accura 28.8 Fax.

I use text2pgm -> pgm23g to prepare the text files for G3 transmission. 
Messages up to 8 lines work perfectly. Messages over 8 lines transmit half 
of the 9th line before failing. The logs show:

Converting the file through g32pbm and printing it show now problems. 
Suggestions?
