Connect the modem to the phone line. This is a typical error if the modem
is not connected (or if it's a PABX that doesn't send the normal dial
tone).

Maybe the dial tone in Malaysia is not standard, and the modem doesn't
recognize it. You might try to set the modem to ATX3, to ignore the dial
tone. Or you might want to read the modem manual, maybe there is a
special country code setting for malaysia.
