USR connection

I have a USR sportster 28.8 v34 modem, and using mgetty. I just
installed
mgetty a little while ago, but when people call my modem to connect
to my linux box it will not connect on the first connection. Usually it

will kick them off and they will have to call back 2 or 3 times before
they
finally get connected and can log on. I have tested calling with
different
types of modems and computers, so I know it's a problem on my side.
Is this a USR problem? or do I have something not set right? for an
init
