TAP can be found "somewhere" in the Internet (I forgot the URL, sorry, but
searching for "IXO/TAP" and "Pager" should find it quickly).
UCP isn't available electronically, as far as I know. I got it from
Mannesmann D2 / Germany on paper.

1.1.12 will have a primitive but functional client for ucp/tap, suitable
for "one-shot sending".
