I assume that you have read the manual, and the comments about this
problem?

Try "ignore-carrier yes" in sendfax.config (if your sendfax version, about
which you do not tell us anything, already has this command. If not, set
#define FAX_SEND_IGNORE_CARRIER in policy.h).
