In regards to the thief on the cross, the plan of salvation had not
been completed as of yet. Not until Jesus said "It is finished".
The theif on the cross wasn't in a position to fulfill what Jesus
had commanded, "go and teach all nations, baptizing them...".
May I propose to look at Luke 23:43  And Jesus said unto him,
Verily I say unto thee, To day shalt thou be with me in paradise.
I know that the sentence ends with a period, but use the  clause
in the sense of Jesus asking, Shalt thou be with me in paradise?
The baptism did not apply to the man on the cross. We have the
commandment given unto us. It is to fulfill all righteousness.
Not that water saves, but having a clear conscience before God.
Jesus built salvation upon the foundation of John the baptist's
ministry of water unto repentance.
