It does not to me, he sounds like a highly esteemed and commended by the bible as a King of righteousness and peace, King of Salem.  Verse 6 tells us that the priest are to receive tithes of Abraham.  Jesus was not there yet, but this man was made and highly commended by God, because verse 15, 17 and 22 tells me that this is the order that Jesus was suppose to be as a High Priest and a much better testament.  John the baptist was a prophesy from the old testament, to open up the way for the Lord, he was birth specifically for that purpose, I put Melchisedec in the same order, who was  given these characteristics for the purpose of setting up a order for Jesus as a High Priest to be.  Without mother or father, could also mean that because of his position he was without his descendants, this holds no reasons for me to say it was God.  Jesus had a mother and father, yet He was God robed in the flesh.  I put Melchisedec and John in the same category as 'forerunners'
