I used a block heater in Kentucky, but that's because I drive a
diesel, and if they get too cold, the fuel gets thick and won't
atomize correctly when it squirts out of the injectors -- it just
oozes out like toothpaste, and then it doesn't burn.  If the
temperature goes below 5 degrees F I just let the thing run all night,
or else the fuel line will gel up between the tank and the engine,
which a block heater doesn't help.  When it is running, the excess
fuel that is not injected is recirculated back to the tank, so that
keeps it warm.  BTW: a block heater does not circulate the oil; it
heats and circulates the cooling water in the water jacket around the
block.
