How to program serial EEPROM?

Hi all,

This is a total computer geek question and *way* off-topic for this
list, but I don't quite know who to ask so....

I have a National Semiconductor serial EEPROM that I need to
program.  I have a datasheet which lists the op codes to do
things, but it gives no details on how to do anything (I had
to look at the silly timing diagrams to even determine if I
should send the data MSB first or LSB first...)  

Does anyone know how to program serial EEPROMs?  It's not
something I've ever done before.  Using a PROM burner is
*not* an option for this project (for what I'm trying to
do it would be *way* easier, but....)
