replenishing the earth ?

Dear H-F Family ,
    A question that has been troubling me for some time is : In Gen 1v28 
God tells them to replenish the earth . This seems to be an odd thing to
say  unless the earth had been plenished at one time already . Any thoughts
? ;-) This also seems to be the command that God gave to Noah Gen 9v.1 when
we know that God had destroyed all but 8 people ,and of course , the
animals that he took on board .
