Although I do not understand your meaning in using the 
term "exhausted", the following scriptures may apply to this 
situation.  

"To the chief Musician, A Psalm of David. The heavens 
declare the glory of God; and the firmament showeth 
his handiwork.  Day unto day uttereth speech, and night 
unto night showeth knowledge. There is no speech nor 
language, where their voice is not heard." Psalms 19:1-3

"For the invisible things of him from the creation of the 
world are clearly seen, being understood by the things 
that are made, even his eternal power and Godhead; so 
that they are without excuse:"    Romans 1:20

The above passages show that there is a knowledge of God 
which may be seen and understood by all mankind.  This 
allows God to be fair and righteous in His judgments.

God has distributed to every man a measure of faith Rom 12:3. 
Just as every man has the capacity to sin, every man has 
the capacity to believe.  We must remember that there was 
a time when there was no written Word of God, yet men 
still had relationships with the One True God.  Those people 
found God somehow.  Could it not be the same for those 
who do not have a written or spoken testimony of God 
easily available to them?  It may depend on the heart of 
the person.

"The wicked, through the pride of his countenance, 
will not seek after God: God is not in all his thoughts."    
Psalms 10:4

In the days before the flood, a time without a written 
testimony of God, God expected there to be those who 
would seek after Him.

"And God saw that the wickedness of man was great 
in the earth, and that every imagination of the thoughts
of his heart was only evil continually."    Genesis 6:5

I belive God continues to expect men to acknowledge Him, 
even if to us they seem to have no testimony of Him.  It is 
not just the man without the written Word of God, or the fool 
without a preacher that is called a fool for saying there is no God.

"To the chief Musician, A Psalm of David. The fool hath 
said in his heart, There is no God. They are corrupt, they 
have done abominable works, there is none that doeth 
good.  The LORD looked down from heaven upon the 
children of men, to see if there were any that did understand, 
and seek God.  They are all gone aside, they are all 
together become filthy: there is none that doeth good, 
no, not one.  Have all the workers of iniquity no knowledge? 
who eat up my people as they eat bread, and call not upon 
the LORD.  There were they in great fear: for God is in the 
generation of the righteous."    Psalms 14:1-5

The above passage includes a rhetorical question about 
whether the workers of iniquity have no knowledge.  This would 
imply that they do.  And also it implies that those who are 
righteous, God will visit. 

Although I do not like to indulge in hypothetical arguments 
regarding the Word of God (as they serve little purpose), it 
seems that we must believe that God has all things such as 
this under His complete control.  If those without a witness 
today are condemned, then those of the past, before the 
witness of the written Word are condemned the same.  It is 
my personal belief that at the very least God requires all 
man to walk in the light that they have been given.  It is not 
wise to conjecture about those who we may not believe have 
a witness before them, for we do not see their hearts and 
we do not know what light God has shown them.  

Many use the argument of the heathen to disuade people 
from having responsibility to God.  I have heard people 
say they could not serve a God who would condemn those 
people to hell.  It is purely an excuse for not wanting to 
submit to that God.

God is righteous in all His ways.  He **is** a rewarder of 
all that diligently seek Him.  If one seeks after God with 
all his heart, mind and strenght, he will be found of Him.

"And the times of this ignorance God winked at; 
but now commandeth all men every where to repent:"    
Acts 17:30

Same gospel to the Jew and to the Gentile, to the bond and 
to the free, to the Barbarian and to the Greek.

We should always prepare the way of the Lord before going to church.
