Excused?
Sis:
Those people found God somehow. Could it not be the same
for those who do not have a written or spoken testimony of
God easily available to them? It may depend on the heart
of the person.
Me:
The answer is simple IF one of these out backers wants to
be saved God will send someone, SUPERNATURALLY if He has
to, and they will fulfill Acts 2:38 AND 39 (even as many as
the Lord our God shall call).
While these people may not reject the whole gospel, they
have rejected what God has given them. SHOULD any of these
choose to seek true salvation, God will make a way.
Acts 8:26
And the angel of the Lord spake unto Philip, saying, Arise,
and go toward the south unto the way that goeth down from
Jerusalem unto Gaza, which is desert.
Here the man needed to hear the truth and God provided.
What about those who NEVER hear?

They NEVER asked.
