Paul may have been correct in his message (ie thou...
commandest me to be smitten contrary to the law...) but
he delivered it in an improper or untimely manner.

in order = 5010. taxis, tax'-is; from G5021; regular
arrangement, i.e. (in time) fixed succession (of rank or
character), official dignity:--order.
