In most organizations, the pastor is accountable to a bishop or a board
of bishops or some other authoritative figure. When the pastor strays from
the doctrine or violates some other article of the faith or whatever, he's
usually removed from position.
In an independent church, the only way to discipline an out-of-order pastor
is for all the members to change membership, and most times, the members
scatter into many different congregations, thus destroying that particular
body of believers.
I think it's better to remove the so-called leader and keep the congregation
in tact.
