We are told explicitly what to preach in Luke 24:47  " And that
repentance and remission of sins should be preached in his name 
beginning at Jerusalem."

Remission of sins in His name is baptism in the name of Jesus Christ. 
Our sins are remitted (or washed away) in baptism. ( Acts 2:38, Acts
22:16) Of course, His name is Jesus Christ.  

Vs.49-  " And, behold, I send the promise of my Father upon you: but
tarry ye in the city of Jerusalem, until ye be endued with power from 
on high."

In Vs. 47 there is no mention of the Holy Ghost because repentance and
baptism in Jesus name is the prerequisite to the gift which Acts 2:38
states.  In other words, if you fulfill repentance and baptism, God 
WILL  fill you with the Holy Ghost.  We are to preach repentance and
baptism in
Jesus name and God will fill with the Holy Ghost. ( The only reason one
may not be filled is if they do not realize there is such a gift which
was the case in Acts chapter 19.  If one has been tarrying a while it 
is simply a matter of fully yielding to the Spirit of God.)

These verses do not omit mention of the Holy Ghost altogether which is
why I included vs.49.  The Holy Ghost was not yet given at this time 
but the apostles were to go to Jerusalem and wait for it.
