I want to respond with my thoughts on this question.

I don't think there is a pat answer that will fit everyone. Everyone has
different needs and I think we need to use a different approach for them. If
someone is serious and hungry for the truth we are obligated to give them an
answer. I do know at times we may have a short time and a 25 word or less
phrase or testimony may be all we have. I think that telling someone
something like the following may start the planting of a seed:

"God has come into my life through my obedience to his Word, and He will do
the same for you if you believe and obey."

"Obey His Word by following Christ's example through His death, burial, and
resurrection. (Repentance, Baptism in Jesus name and the infilling of His
Holy Spirit.)"

"Make Jesus lord of your life. Repent of your sins, be baptized in the name
of Jesus, receive the Holy Spirit. Continue to serve Him."

"Follow the Lord Jesus Christ and love Him with all your heart, mind, soul and
strength, and love your neighbor as yourself."

"Jesus is the way, truth and life. Pray and ask Him to reveal Himself to you
and to lead you

"Pray and obey! Read the Word of God and let it get into your heart, follow
the teachings of Christ and his apostles."

"Love and serve the Lord Jesus Christ and obey all that is taught and
commanded in the New Testament."

"You must bee born again of the water and the Spirit."

Personally, it took me more than hearing 25 words by someone for me to make a
decision to follow Christ. I read a lot of tracts, talked a lot about it,
went to different churches, was involved in bible studies, and most of all
witnessed it in the lives of those that shared the gospel with me. I saw
their love and compassion. It was more of what I saw and felt that led me off
the sinners path and down the road of righteousness.
Ultimately, It was a divine revelation that God gave me in a vision that
caused me to know and follow the truth.
