In Vs. 47 there is no mention of the Holy Ghost because repentance
and
baptism in Jesus name is the prerequisite to the gift which Acts
2:38
states. In other words, if you fulfill repentance and baptism, God
WILL fill you with the Holy Ghost. We are to preach repentance and
baptism in Jesus name and God will fill with the Holy Ghost. ( The
only reason one
may not be filled is if they do not realize there is such a gift
which
was the case in Acts chapter 19. If one has been tarrying a while it
is simply a matter of fully yielding to the Spirit of God.)
ME:
Question: Although this may be unique to me and my situation (my
mother didn't allow me to be baptized in Jesus' name), I received the
Holy Ghost with the initial evidence of speaking in tongues L-O-N-G--
before I was baptized. Also, at our church, we encourage people who
have repented of their sins to seek the Holy Ghost if we see that
their spirit is yielding and their spirit is hungry for His Spirit.
Oftentimes, the person isn't even spoken to, but ends up speaking in
tongues by the end of the sermon. I am not suire what is meant by
the "prerequisite" statement, but do you mean that the Holy Ghost
comes ONLY after repentance and baptism?

I affirm the biblical foundation for a relationship with God: We are
to turn away from doing wrong, be baptized in the name of Jesus in
accordance with scriptural examples, receive the marvelous gift of
the Holy Spirit, and embrace a daily walk with Him. (See Acts 2:38)
