I too, received the Holy Ghost before baptism in the name of Jesus 
Christ as did a sister at our recent tent revival. God gives the Holy 
Ghost and baptism is not a prerequisite. Cornelius' house in Acts 10 
received the Holy Ghost first and were then baptized in the name of the 
Lord Jesus. Peter was not telling the people in Acts 2:38 that everyone, 
everywhere has to repent, be baptized, receieve the Holy Ghost in 
exaclty that order. He was stating the things that were necessary for 
them to do, not necessarily in that specific order for all folks 
everywhere. The first thing that you truly need to do is believe! Peter 
could see that those he was speaking to on the day of Pentecost believed 
by their reaction to his sermon and thus his answer. Then in Acts 10, he 
sees Cornelius' house believe and receive the Holy Ghost and therefore, 
he then has them baptized, different circumstance, same effect, same 
things involved as in Acts 2:38, only in a different order of occurance.
