The New Apostolic Church is an organization based in Switzerland which
claims to have nine million members worldwide. It teaches that spiritual
rebirth consists of water baptism and of sealing with the Holy Spirit,
which is administered through the laying on of hands by the church's
apostles. It is strictly non-Pentecostal in doctrine, practise and experience.

My reference, of course, was not to this or any similar organization. I was
referring to other Apostolic Pentecostals who embrace the message of the
fullness of God in Christ, and who passionately preach and practise Acts
2:38, even understanding it as "full salvation," yet who may not identify
it as the new birth.
