The reason neckties are not preached against and necklaces are is because
necklaces are jewelry.  In the Old Testament many times when people
repented they "put off their ornaments" (jewelry).  In the New Testament
we are told to be adorned "not with gold or pearls or costly array".   It
would be more like you wearing a scarf than a necklace.
