Well, I'm not sure to which scripture or Apostle he's referring. I Tim 2:9?
(I guess I Pet.3:3 is similar) To me these scriptures are teaching the basic
principle of letting one's spirit-filled, inner-beauty be the witness to the
world as opposed to that very "in" dress that you bought at Jordan Marsh,
etc. I don't think anyone can seriously make the case that these passages
are actually setting up a specific "dress code" (i.e. all jewelry is bad;
all highheels that match your outfit are "good").

"...that women adorn themselves in modest apparel, with shamefacedness and
sobriety; not with broided hair, or gold, or pearls, or costly array; BUT
WITH GOOD WORKS (which becometh women professing godliness)" I Tim 2:9 KJV

To me the point here is simply that it is women's own GOOD WORKS that is
their own *true* beauty rather than the focus on what they wear on the
outside. It is their inner-spirit that really makes them beautiful!! It's
not the dress code!!

Note that I Tim 2:9 is only addressed to the ladies. Why is that? Is it
because that it's ok for us guys to look like Mr. T? (a guy on TV who would
wear about 500 lbs. of gold chains around his neck, with multiple earrings
and such) Just think about it guys! WE can wear as much jewelry as we
want!!! There's no dress code stopping US!!! Mwa ha ha ha!!!
No, seriously, I think it's because most women are more prone towards this
type of vanity than are most men, and need to be reminded of this from time
to time. It is the good works that should be the focus; not an artificial
dress code.

P.S. We men have our own weaknesses (pride, anger, violence) that are
addressed in scripture but that's another story. I'm NOT picking on the
ladies! :)
