I really cringe when I hear that.  But, I know it does.  To me, when that
kinda thing happens, it's almost like a membership committeman going around
to new recruits making sure they all wear like and fashionable clothing 
like a country club in order to be accepted by the body of members.

What I shoudda said:
At the ALJC church I attend noone is taken aside out of duty to inform them
what to do when, what not to do according to the various holiness standards.
We let God work on them.  When they see their need to wear dresses (if female)
and skirts (and let their hair grow) they'll do so.  When they see their need 
(with males) to have shorter hair, they do so and not because somebody has 
instructed them in this manner.

Also, every so often after a new convert has attended church, I do believe
there's been "classes" at church taught about holiness standards by going 
thru a book named something like:  "Why a study for christian standards."
In that class situation, the different elements of holinesss are brought out
on a chapter by chapter topic type basis for discussion.

If someone goes around church telling newbies to church they need to start
doing this and this (without the pastors blessing), then they are out of 
line.  Well intentioned, but out of order.
