Aha!  Military tradition (one of my interests).

In the navy, it is acceptable to wear a beard in certaing instances.
In the army and air force, it is acceptable to wear a mustache.
I don't know about the Marines, who cares about a bunch of jar heads?  =)

Anyhow, what I was getting to:  it used to be military regulation that your 
hair had to be *longer* than a certain length!  Take a look at George 
Washington-- notice the pony tail?!?!

Uh. yeah.  I had to fight the military so that I could dress modestly.
