I just got back from an ACE training seminar and Dr. Howard spoke about
this.  Russia did not ask for the prayer portion.  In fact they were
concerned that the religious content would be to overpowering.  Dr.
Howard presented them with a list of the 60 character traits that are
taught throughout the curriculum and asked them which ones they did not
want taught to their children.  They had to admit that they wanted their
children to learn all of them.  This is the basis for their acceptance of
the ACE curriculum in Russia.
