The original text is kurios, which simply means supreme master. We
have every reason to believe that Paul would not have used this title
to address the person he encountered unless the experience impressed
him without doubt that this was the supreme deity.

Given this, ought to see Paul as asking after the NAME of the Deity
as Jacob did ... "And Jacob asked him, and said, Tell me, I pray thee,
thy name. And he said, Wherefore is it that thou dost ask after my
name? And he blessed him there." - Gen 32:29

That is, while Paul knew the name YHWH, Paul's encounter of the Deity
was at this time, from such a negative position that his own ability
to address the Diety was utterly inadequate. He OBVIOUSLY did not know
the God he thought he served, and so .. no, he did not say "who are
you Jehovah", but he used a term that PAUL, a devout Jew could not
have used for any BUT the One true God.
