You hit the nail on the head this time!  The biggest social problem in
this country today is federal control of local matters.  They tax our
income at teh federal level, and then give it back to the states
conditionally, provided that the states do thing the federally
approved way.  They should not take it in the first place, and let the
states decide for themselves how they want to spend the money that
citizens of that state produced.  This can be taken down to the county
and city level also.  

State funds for interstate highways, defense, and other matters that
permeate the entire country is fine, but federal money should never go
to pay for things that only benefit a local area, including schools.
The amount of control the federal government has seized of the local
affairs of this country would cause teh founding fathers of our great
nation to roll over in their graves.  The real issue surrounding the
civil war, at least as far as the South was concerned was *NOT*
slavery; it was states' rights.

I have cc-ed a friend of mine who is a strong libertarian, because I
feel he will have something to say that will reinforce what I have
said, which backs what you have said.
