Actually, you *are* getting the digests as shown by the
subject line above that you're "replying" to... what you seem
not to be getting is the individual messages.

The digests as bundled up and delivered by prairienet between
00:01am and 00:15am the day following any distributions, is
sent out in MIME format. Meaning each individual message to
higher-fire is separated by a MIME boundary with each other
post (separated by MIME boundaries as well).

If the webtv mechanism can handle it, it should show that there
is some kind of file attachment (one attachment for each and
every e-mail post to higher-fire that was distributed throughout
the previous day) that you should be able to open up and read
each post posted.

On Outlook Express, there's a little PAPER CLIP icon that appears
near the headers of the message that I can click on that will
show me the name of the attachment so that I may open it or
save it to disk.

WebTV has a help page at ...

   http://help.webtv.net/mail/receive/attachment.html

... that give specific instructions for mail attachments
and what webtv can- and cannot do.

At this WebTV help page ...

   http://help.webtv.net/mail/receive/howmany.html

... it describes how much disk space the folks at WebTV give
you in order for you to store and receive e-mail. The short
answer is 2 megabytes (2 millions bytes of information) which
they say is roughly 150 *average* length e-mail messages. If
they are bigger, you get fewer; if they are smaller, you can
get more.

At this WebTV help page ...

   http://help.webtv.net/features/mail/receive.html

... you'll find the main feature questions page about e-mail
in regards to WebTV.
