The original was a mess and poorly written. I have risked flooding the
mailboxes of some uninterested subscribers by submitting a revised,
extended and cleaned-up version.  Let me encourage even those who read
the original to read the (ahem) longer... revision under the heading
"Internet Policy Considerations" in the message following.
