The IRS had been undergoing a *huge* project to update all their
computer stuff.  I seem to remember reading a newspaper article 
that they're way behind and over-budget, though I could be remembering
incorrectly.
- When pray tell is a government job not behind or over budget? At town
meeting in Maine one year they said they had a deficit and what should
they do. Then came the responce from one "Well I think we should just
SPEND it!"
