It *does* happen, believe it or not!  The project to rebuild I-5 after
the big earthquake in Los Angeles a few years ago comes immediately to
mind -- under budget and way opened way ahead of schedule.  It's just
the scandalous stuff that makes the news.

Here in Champaign, the city had a surplus of something like $5 million
last year.  The city decided to use the money to repair many of the
roads in town this summer (detours, barricades, and construction
equipment *everywhere* this year) which *badly* needed the work.

They also talked about eliminating city property taxes on residential
property; I don't know if that proposal actually went anywhere though
the city council was seriously considering it.   I didn't pay a whole
lot of attention since I don't live in Champaign.
