They did not enter in because of UNBELIEF:
(17 But with whom was he grieved forty years? [was it] not with them
that had sinned, whose carcases fell in the wilderness? 18 And to
whom sware he that they should not enter into his rest, but to them
that believed not? 19 So we see that they could not enter in because
of unbelief . - Hebrews 3 )
But ... the host of the saved are impossible to number..
(9 After this I beheld, and, lo, a great multitude , which no man

robes, and palms in their hands; - Rev 7)
Paul writes:=20
15 This [is] a faithful saying, and worthy of all acceptation, that
Christ Jesus came into the world to save sinners; of whom I am chief.
16 Howbeit for this cause I obtained mercy, that in me first Jesus
Christ might shew forth all longsuffering, for a pattern to them which
should hereafter believe on him to life everlasting.
Appearently, when you compare the ministration of the Law and the
pattern/power we receive today, there is a slight difference in the
efficiency of the methods of imparting things of God.
Only main difference I can see between the children of Israel in their
time, and those who receive the gospel and overcome is this: Israel
beat around the bush and complained. The church fights the battle and
overcomes.=20
So much for some theologies that allow for BELIEF (mental assent)
without overcoming sin. They would have said Israel were believers in
the same right,.. at least they walked around in the sand for 40
years, and saw miracles, and went to church. Too bad they spent all
that time without reward, except for 2. (3 if you include Moses, who
we know visited the land of promise later with Elijah)
