I have to disagree with you here.  It is possible for a person to
speak in tongues and not have the Holy Ghost.  Tongues can be faked,
and tongues can be of the devil.  

The fact that you say that the people in your revival were earnestly
and genuinely praising the Lord when they spoke with tongues is strong
evidence that they did indeed receive the Holy Ghost, and I would
certainly not tell them they did not.

I was rather referring to the situation where a person appears on the
scene claiming to already be filled with the Holy Ghost, and is heard
to speak with tongues.  This does not prove that such a person is
really filled as they claim.
